Morgan Lewis Partners Re-Appointed to Export Councils

Morgan Lewis partners Giovanna Cinelli and Margaret Gatti have renewed their terms on export councils.

Cinelli was recently appointed to a third term on the Virginia/DC District Export Council, while Gatti signed up for another four-year term on the Mid-Atlantic Export Council, where she has served for 20 years, including 15 as chair.

Cinelli leads Morgan Lewis’s international trade, national security and economic sanctions practice. She also serves on Law360’s 2018 Aerospace & Defense editorial advisory board. She previously served as a Naval Reserve intelligence officer, where she specialized in Soviet-era submarine platforms, national security and intelligence issues.

Cinelli counsels clients in the defense and high-technology sectors on a broad range of issues affecting national security and export controls, including complex export compliance matters, audits, cross-border due diligence, and export enforcement, both classified and unclassified.

Gatti is the former head of Morgan Lewis’s international trade, national security and economic sanctions practice. She currently represents US and non-US companies, universities, and financial institutions in matters involving economic sanctions, export controls under the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR), customs and import regulations, free-trade agreements, antiboycott regulations, anticorruption laws, anti-money laundering legislation, international commercial sales terms (INCOTERMS), international ecommerce, and Bureau of Economic Analysis (BEA) reporting, as well as national security issues.

According its website, “The National Association of District Export Councils increases awareness and understanding of the importance of exports to the US economy through education, legislative outreach and engagement with DECs and other relevant stakeholders.” Each DEC is comprised of regional business leaders appointed by the US Secretary of Commerce.

As members of the DECs, Cinelli and Gatti advise small- and medium-sized local businesses on developments affecting export and import activities, along with opportunities. They also sponsor and participate in a variety of trade promotion activities and advocate for effective trade policy positions.
